Career Opportunities: EH&S Specialist IV-Project Permitting Professional (21124)
Purpose & Scope of Position:
This job is responsible for acquiring or coordinating the acquisition
of all permits needed to enable engineering and construction activities
related to pipeline, compression and plant-construction for onshore
Engineering and Construction projects throughout Williams Midstream.
This is accomplished while maintaining full compliance with all
applicable Federal, State and local rules and regulations and
Company-established standards throughout the construction phase. By
owning, controlling and managing each permit application process, this
position will thoroughly understand all relevant issues so that key
internal and external stakeholders are appropriately identified and
involved. This position manages all interactions needed to enable the
efficient and timely processing of required permits. This position
utilizes existing or develops new systems, databases and software
applications needed to ensure full and complete compliance with all
applicable regulations during the construction phase and will be
responsible for effective transition of all regulatory requirements to
Operations after commissioning of startup.
Responsibilities:
Key responsibilities may include but are not necessarily limited to the following:
- Identify all regulatory issues that apply to company engineering and construction projects.
- Work with Legal, internal SMEs and external consultants to interpret
regulations and to establish or utilize the most effective and efficient
compliant path-forward.
- Acquire federal, state and local permits needed to enable engineering and construction activities.
- Identify key external stakeholders (e.g. County Commissioners,
Planning Directors, etc.) and manage interactions needed to enable the
efficient and timely processing of the Company s required permits.
- Negotiate ancillary agreements/issues such as water rights agreements, mineral owner s agreements and zoning changes.
- Manage the generation of models and forecasts needed to support the permit-application process.
- Negotiate stipulations, mitigations, requirements and restrictions in
applicable permits, ensuring consistency with Company standards.
- Manage environmental assessments and environmental impact studies that may be required by various agencies.
- Analyze and establish the process work flow, data integration and
reporting needs to satisfy regulatory requirements and keep internal
stakeholders informed.
- Manage consultants and contractors to support database integration,
requirement identification, and subsequent data migration to EMIS.
Qualifications:
A bachelors degree in an engineering or equivalent technical or
scientific field and at least 8 years of experience is essential.
Experience and detailed knowledge of construction permitting,
licensing, and planning is required, including those related to air
emissions, roads and road crossings, stormwater, wastewater, hazmat,
utilities installation, snow removal, dust control, special use,
temporary living quarters, water wells, septic systems, buildings and
wetlands.
