Individual will primarily support the efforts of Project Teams expanding the footprint of Williams’ Midstream Operations both onshore and deepwater in the Gulf Coast Region. A major focus of this position will be to plan and execute completion of pre-commissioning, commissioning and asset handover on capital projects. Per the Williams Project Life Cycle initiative, this individual will serve as the operations representative on the Core Project Teams, including taking a lead role in commissioning planning and execution, and transition to operations activities toward the last phases of the projects. Candidate will support and supply operations information for both the business and technical needs of the project as necessary, at the same time keeping the appropriate franchise operations personnel involved and informed of project activities. Projects are generally each 2-4 years in duration. Individual may participate in multiple projects concurrently depending on the size of the projects and the time frames. Current work environment is fast paced.

 

Individual will develop multi-discipline commissioning strategy documents for projects. Ensures that all commissioning procedures follow appropriate safety practices and procedures.  Individual must audit commissioning activities regularly to ensure compliance with environmental, quality, and safety requirements. Communicates with the project team and engineering firms to make sure that applicable fabrication drawings are created in accordance with commissioning requirements. He or she is responsible for regularly monitoring and reporting commissioning progress.

  

 Responsibilities 

  • Support multiple capital projects by development and integration of operational philosophy into the scope and design of each project.  Develop operations strategy based on project-specific objectives, and coordinate integration and development of relevant asset area operations personnel during the project life cycle.  
  • Accountable for developing commissioning execution philosophy and plans, including handover planning and documentation.
  • Accountable for managing commissioning and startup crews and systems handover. 
  • Responsible for all documentation, test procedures related to pre-commissioning, commissioning and handover activities.
  • Accountable for development of operational procedures, and decisions involving collaborative solutions with multiple parties.
  • Accountable for development of operations project specific training programs and transition planning for hand-off to franchise teams for capital projects. 
  • Accountable for regulatory compliance with regard to operational readiness for capital projects.

Qualifications 

  • Demonstrated ability to effectively work with teams by creating an atmosphere of mutual trust and commitment
  • Familiarity with offshore operations, regulatory requirements (MMS, USCG, ABS)
  • Technical competency and familiarity with engineered facilities, fabrication, installation and startup of offshore pipelines and facilities
  • Skilled working with others to assess problem areas and generate creative, yet technically feasible, solutions
  • Very solid communication skills, both written and spoken
  • Good analytical and organizational skills
  • Positive representative of Williams in public and private forums
  • Must have the ability to function as part of a seamless team effort, while at the same time being comfortable functioning in a lead role independently with minimal oversight.
